Tony was a tow truck driver in the episode "A Dollar, A Dream", who Marlene Bradford met when her car was towed by him in Fairmount Park on November 1999.

Tony encountered Marlene when she came to retrieve her car since her daughter, Abby, was still sleeping inside. As Marlene embraced Abby, Tony approached them and Marlene told her daughters to go inside the office for now. He charged $279 for the car he towed, but Marlene tried to negotiate with him since she didn't have the money to pay for it and her daughters didn't have any place to stay. However, Tony still refused and continued to try to make Marlene pay for it. Marlene offered her gun as an exchange since she thought he would get some money for it, but when she looked in her car cabinet, she noticed the gun was missing and accused Tony of stealing it. Tony denied her accusations, but instead made Marlene a "dirty offer" to release her car without paying the towing fee. Natalie noticed what was going on so she and her sister left the office and came upon them. Marlene kept ordering daughters to stay inside and she will see them again in a minute, reluctantly agreeing to Tony's offer.

In 2007, Detectives Valens and Vera visited Tony in his office while he was taking his lunch, as they had reopened Marlene's murder case. They identified Tony when they investigated why Marlene didn't report her missing car to the police and Valens thought it was possibly towed. Tony denied even remembering Marlene, but the police made him confess that he met her when he towed her car in the first place by pretending they waived tickets in exchange for favors. Tony finally explained his side of the story. Valens and Vera were disgusted, kicking the chair he was sitting in and pushing him up against the wall. Valens accused Tony of being the one who stole Marlene's gun, but he revealed that the little girl who was inside the car that time was the one he saw hiding the gun. This led the detectives to call Abby back again to the station to question her. Tony wasn't seen when Marlene's case was finally closed.
