Valens partners with Rush to locate her abducted, drug-addicted sister. Meanwhile, Jeffries tries to bring justice to the case of a murdered teenaged girl that has since haunted him: 15-year-old Wanda Johnson who was shot to death and her body dumped in the Badlands in 1993.
Synopsis[]
We pick up where we left off in the previous episode, with Lilly entering a trashed motel room looking for her sister Christina, who’s missing. Suddenly, Lilly is hit and knocked unconscious, with her service weapon stolen. Later, she enlists Scotty's help to help her find Christina. They stop at Lilly's house to pick up the unregistered gun Saccardo gave her.
Lilly and Scotty talk about Christina in his car and start arguing when Lilly realizes that Scotty knew her sister was using drugs but never told her; Scotty reveals that two days ago, he met Christina in a pub and she apologized for what happened between them years before. Christina confided in him that she wanted to settle in Philadelphia. Due to the redness in her eyes, Scotty realized that she was a drug addict. Christina asked him if Lilly still hated her and Scotty answered that he didn't know, but advised her to get clean before talking with her sister. After listening to Scotty's story, Lilly angrily gets out of the car. Scotty reproaches her for potentially leaving the police department to work for the F.B.I.; it's evident that possibility is affecting him. Lilly demands to know why he didn't tell her about Christina's addiction and Scotty retorts that maybe he already has too many problems with his own family. He tells Lilly to just get back in the car so they can find Christina. Lilly does so and they begin their search.
Later, Scotty apologizes to Lilly. They track down the unsavory doctor who prescribed Christina Oxycodone and uncover a string of pharmacies who have been supplying drugs to addicts in exchange for cash. Christina and her thug of a boyfriend, Cliff, were regulars at some of these pharmacies.
New evidence on a teenage girl’s murder that’s been haunting Jeffries for the past 16 years gives him reason to open up the case. Wanda Johnson, an intelligent and vibrant girl, was shot to death and her body dumped in a rundown part of the city, with her murderer never found. Shocking new evidence reveals that an eyewitness saw Wanda in a 1992 green Ford Explorer which was owned by Deputy Commissioner Patrick Doherty. Doherty’s son, Matt, and his friend Ronnie were involved in drugs in high school. That day in 1993, they offered Wanda, their classmate, a ride home from school. The boys made a detour and decided to settle a score with a drug dealer who ripped them off. Matt pulled his father’s .38 out of the glove compartment, spooking Ronnie, who yelled at him to put it back. Ronnie tried to take the gun away from Matt and it accidentally went off, killing Wanda. In a panic, they dumped her body in the Badlands. Doherty covered for his son all these years.
In the end, Lilly and Scotty track down a battered Christina to an apartment in New Jersey, but not before Cliff shows up. Lilly attacks Cliff for what he did to her sister. She points her gun at him and is about to shoot but Scotty dissuades her. Lilly leaves Cliff. It turns out Christina has a baby daughter and was reaching out to Lilly in an attempt to get her life back in order.
Matt confesses and is seen telling Mrs. Johnson what happened. As Matt and Ronnie are arrested, Doherty emerges to see higher level police officials waiting for him. As the episode (and series) ends, Scotty is driving back to Philadelphia with Lilly, Christina, and Christina's daughter in the backseat.

- For the fourth time in Cold Case history, the main actors are not credited in an opening sequence. Instead, they are listed after a brief title sequence as the episode plays.
- Final episode of the series. The series was cancelled by CBS just over two weeks after its airing.
- Ramon Fernandez, who played Ronnie Tavares, was Tracie Thoms's real-life boyfriend at the time.
- "Shattered" is also the title of one The Rolling Stones' songs but it was not featured in the episode.
- This is the only episode in which Lilly is not solving a cold case.
Goofs[]
- Jeffries mentions he had Joe Mueller run some license plates for him for the Johnson case in 1994, yet in "Hoodrats", Stillman had to explain to Jeffries who Mueller was, suggesting Jeffries didn't know him.
