Kate Lange is the victim of the murder that takes place in "Death Penalty: Final Appeal".
It was originally thought that Kate was raped and murdered by Andre Tibbs, however, as the Homicide crew research deeper into the case, they discover, only two days after the execution of Andre, that he was in fact innocent and the real murderer was Wayne Nelson, who was also guilty of the sexual abuse that his daughter, Faith, had suffered.
It was believed that Kate was targeted by Andre due to the fact that she had connected to his pager late at night, after Andre giving her some pleasant advice earlier in the day. What Kate did not realize was that she was talking to Wayne, who had then traveled to her house.
In 2006, Andre was executed before he was exonerated posthumously when the Cold case team arrested Wayne. As Detective Lilly Rush puts away Kate's case box, she "sees" Kate, giving Rush a disappointed expression before walking away and fading.
