Elliot Garvey was a teacher who was murdered in 1953 and appeared in the eighth episode of season 2, "Red Glare".
Elliot and his family's lives were ruined by rumors and suspicion that he was a communist sympathizer; when an African-American boy was forcefully transferred from his class, Elliott started attending pro-civil rights movement meetings which the FBI deemed pro-Communist. Elliot refused to give any names to the FBI to take the heat off himself, even as his wife and elder son became estranged from him.
He was forced to testify before the House Committee of Un-American Activities. Elliott was instead murdered by Harland Sealey out of fear that he would out the woman his friend loved, Reina Kraus, as a communist.
In the epilogue, Lilly Rush imagines Elliot watching over his family as they leave the precinct.
