Andre Tibbs was falsely convicted for the rape and murder of Kate Lange in "Death Penalty: Final Appeal".

Andre once aspired to be a professional basketball player until a leg injury in 9th grade. In adulthood, he became an alcoholic and was arrested after drunkenly beating a man to near-death. Andre sobered up in prison and worked to turn his life around after his release.

In 1994, Andre was a mover for Wayne Nelson's company, hired by Mike Lange when he and his daughter Kate moved into a new house. Andre befriended Kate. Kate's friend, Barbie Yen, also tried to seduce him. On the night Kate was murdered, Andre was arrested and was given a death sentence.

In 2006, Andre called Detective Will Jeffries, who once interviewed him 12 years ago, and told him that he was framed by the arresting police officer, Joey Norman, who recently committed suicide. This prompted Jeffries to reopen Kate's case. Jeffries urged Andre to tell the truth just before he was about to be executed. Recalling the night Kate was murdered, Andre found her bleeding before she sadly died in front of him. Andre gave Jeffries his last words to prove his innocence before dying.

The case was solved on a negative note despite that Andre was exonerated posthumously and Wayne was arrested for Kate's rape and murder. Jeffries, along with Mike, Detective Kat Miller and Lieutenant John Stillman, attended Andre's funeral. After the others leave, Jeffries "sees" an angry Andre.
